Benchmarks for assisting coal workers in Just Transition

In 2021, most EU Member States are developing Territorial Just Transition Plans for their coal regions to access the EU Just Transition Fund. This report by Third Generation Environmentalism (E3G) presents benchmarks for EU member states to consider when closing the coal sector.

Three cases of coal-exits in Spain, Canada, and Germany provide criteria for policy which supports coal workers, communities and regions in the transition period. The criteria consider the complex and varying needs of younger and older workers and the responsibility of companies in providing uneployment means.
