Regulatory Framework – Citizens Energy Community in Albania

In 2018 the European Commission’s Clean Energy Package acknowledged the right of local communities and citizens to play an active role in the energy sector by defining “Energy Communities”.  During the last years, in Albania, several efforts have been made to sustain economic development and meet the commitments of EU standards and legislation as regards energy efficiency (EE) and renewable energy (RE) implementation.

This study by Milieukontakt Albania was published under the framework of EUKI project EUCENA and lays out the regulatory framework for citizens energy communities in the country.
