Country Report of Poland on EU ETS 2 Impacts

The European Commission’s European Green Deal aims for EU climate neutrality by 2050. This involves a new emissions reduction target of at least 55% by 2030 and legislative changes called the “Fit for 55” package, including a separate emissions trading system and a Social Climate Fund to mitigate social impacts.

The report by EUKI project Socially Just Carbon Pricing Policies in CEE outlines the challenges and opportunities associated with the implementation of the EU ETS2 in Poland. It highlights socio-economic concerns for less affluent households and the need for targeted support. The authors identify the potential benefits of using funds from the Social Climate Plan for building renovation, renewable energy development and transport improvements. In particular, the report emphasises the importance of public participation and long-term solutions.
