Municipal energy planning and energy management experience in Germany

The present analysis report provides an overview of best practice examples in German municipalities with a focus on the most successful energy management systems, technical solutions and implementation approaches, including an evaluation of organisational structures, planning processes, instruments used and financing possibilities. It describes the most important components of municipal energy management in Germany and presents three municipalities in southern Germany that have introduced successful municipal energy management actions. Moreover, a closer look at individual aspects of municipal energy management is taken and the relevant features and challenges in the three municipalities studied are discussed. As a result recommendations are derived how the approaches from Germany can be adapted to the conditions and requirements in Bulgaria.
