Coal phase out in South East Europe

In this policy note, Agora Energiewende and Klimapolitika map energy-economic facts of a coal phase-out in Bulgaria, Greece and Romania with funding needs to enable a Just Transition in the respective mining regions and mirror them with the proposed EU’s Just Transition Fund. It derives conclusions whether the fund can provide sufficient support for a coal phase-out and a just transition. It first summarises the expected impacts of a coal phase-out in the three countries. It then assess the scope and the level of funding, and conditions attached to the use of funding from the perspective of these three South East European member states to determine whether the funding is in line with their needs.
