Investments Outrunning Reforms: Has Bulgaria Been Successful in Tackling Energy Poverty? 

In the EU, energy poverty is impacting numerous citizens and is becoming increasingly acknowledged as a major concern for policymakers. According to Eurostat, around 7 per cent of the population of the European Union experienced energy poverty in 2021. With 24 per cent of its population affected, Bulgaria had the highest proportion – despite the availability of a sufficient sum of public funding to address the issue.

In their new virtual tour “Investments Outrunning Reforms: Has Bulgaria Been Successful in Tackling Energy Poverty?”, EUKI project Local Leaders for the Next Generation focuses on Bulgaria’s “Recovery and Resilience Plan” designated to reduce national energy poverty and shows that it excludes energy poor households for several reasons.
